Although to you it may appear that his hair is getting in the way, it probably doesn't bother him at all, and moving it around may just be part of his grooming process. If the hair was matted and he was unable to groom it, then it might be a good idea to carefully trim it for health reasons to keep out old food or dirt.

It's not a terrible idea, but if your cat is long-haired, he'll just get hair in his mouth from another part of his body, like his stomach or his chest like Izzie does. In addition, it could be dangerous, coming that close to his neck and face with scissors if he panicks and jerks. Your best bet would be to keep a comb close like I do and when he's on your lap or napping on the counter 8o) give his neck a quick brush. If he's a calm, sociable guy, you can try a groomer. Some cats benefit from a yearly grooming. Other than that, if his fur is becoming discolored, purchase some baby wipes and wipe his neck down when you notice it becoming dirty. If he has hairball issues, a food higher in fiber might be good for him, but I would not change his diet without consulting with his vet first.
