Why don't you just train him to use the toilet and then just wash his paws in the sink?
Is there some reason why you don't want him to use his tray? If it's odor, you can 1) use a covered litter box and/or 2) faithfully clean the box as least once a day. Be aware that once you let your cat outside, you may not see him again. You don't say how young the kitten is, but by making him an outdoor cat, you may be condemning him to a very short life and unpleasant death in the jaws of another animal, under the wheels of a car, or being poisoned or otherwise dispatched by an irate neighbor who doesn't appreciate your cat using their yard/flowerbeds for his potty. If you are not willing to clean his litter box, then you should reconsider keeping him and find someone who doesn't mind doing so.

Why in the world would you want him to go outside? There are WAY too many dangers out there! It's no big deal to clean a litterbox a couple of times of day. I've done it for years. If you aren't willing to properly care for this cat, then please find him a really good home.
