			<p>Well, a lot of us (like me) have rescue experience but laws vary from state to state. You need to be careful to follow all regulations so you aren't accused of being a &quot;hoarder&quot;. If I planned to start a shelter I would locate others in my area and speak with their director. Most have membership meetings that you can attend and ask questions. There are also probably books out there that show you how to go about it. Good luck!<br /><br />
