How do I stop my younger cats from being pushy with my older cats and us?

We have 2 teenage cats and 2 older cats (aged 3 and 5). The 2 younger cats get pushy with the older cats during feeding and get pushy with us at random times. It does not seem aggressive though. How can we stop this behavior.
