How can we keep feral cats away from the apartment trash bin?

The simple answer is, you can't. Or at least that it would take huge cooperation of the residents and property manager. The trash bins need to be kept closed and the lids weighted which makes it difficult for residents to use. The trash needs to be put INSIDE the bins ALL the time and the area around it kept very clean and free of garbage. Finally, a local rescue needs to be contacted to trap the cats, but most will TNR, or "trap, neuter and return" the cats. The only alternative is to erect a brick or other structure the cats can't climb up to get at the bins. You may want to find a feral rescue in your area and attend their meetings to find out how to handle this.
