Fred is all stuck with dried runny poo on his botty - doesn't like being touched there (who would?) - what can I do plea

Approach Fred when he is sleeping with a towel and quickly wrap him up - then with a warm wash cloth gently, and quickly try to clean his bottom - he will complain but you will be protected from being scratched while he is wrapped up. I wouldn't worry about being too thorough - my guess is you just want to get the bulk of it - he will do the rest.

I'm sure this is by now, a moot point. But cleaning poo off would be good in future situations such as described
