He needs to go to the vet. He can't sit because that area hurts. He is trying to tell you something. He probally has a urinary tract infection or something like that, which is easily treated with medication. He is in a lot of pain and the condition could get worse. I don't want to alarm you, but if the condition gets worse and he can't eliminate, he could die from it.

Obviously he's uncomfortable if he's not sitting and licking so much, and the vocalization is try to tell you something. Sounds like your cat may have a urinary tract infection or maybe an anal gland issue, but there's only one way to tell: take him to the vet!
